Hisense Tv Wont Turn On Red Light Blinks

My flat screen hisense f42k20e television is not turning on. Ok so this one is complicated in my experience with this type of issue if you remove the back of the tv and look for a swollen capacitor as u can see on this pic of what i am speaking of.
